I think I posted my question in the wrong place - sorry! However, I do have another question. How developed should a manuscript be when we submit? I have a concept started that I think would fit for your journal, however it is not developed at all. My main problem in developing this concept is the time it takes - with no guarantee that it will actually go anywhere.

The manuscript should be fully developed; it should be theoretically be ready to publish! If you want to run your idea past the JEE editorial office, you can contact them at jee@aee.org. They can let you know if your idea will be a good fit for the journal or not before you submit.

In order to be considered for a JEE reviewer you'll want to set up an account in the JEE ScholarOne site: mc.manuscriptcentral.com/jexped And be sure to include keywords for your research interests so the editors will know what manuscripts to consider you for.
